I'm not 100% sure but I think it's the level files you gotta edit so I would not be able to do this, maybe vadru but it will take very long time since there's no tools but a hex editor. I think it's the .qb file inside the Levels/Can (example).

x892fjL you have said you can move zones in every level imo it's pointless imo better to do is to make 'em in this levle's what I have spoken before I dont see point to move zones in maps where they already are but anyway if you do it that could be bit problematic becouse if some one have idk this mod with moved zones and some else doesnt got this mod and they want to play cz both of 'em will have zones in differet places so im curious how it's going to work becouse that could be mess if some one have it and thats probobly would be host and other guy who wanted to play with him doesnt have that they would see zones in differet places and if for example one of em take zone and if that would not be host he will got bit problem becouse he would not be able to see these zones and other thing is imo it will crash the game in that case host/other player... ofc I can be wrong if yes please explain.
